Особенности формирования производственно-пищевого кластера в условиях устойчивого развития экономики региона

Аннотация:
Повышение устойчивости и эффективности социально-экономического развития регионов обеспечивает продовольственную безопасность страны. На основе аналитической оценки состояния пищевой индустрии, агропромышленного комплекса как сырьевой базы, предприятий общественного питания, торговых предприятий и уровня их кооперации обоснована целесообразность создания производственно-пищевого кластера (ППК) в Краснодарском крае, поскольку организация ППК будет способствовать реализации программы импортозамещения, развитию пищевой индустрии за счет эффективного взаимодействия участников кластера, образовательной среды, органов власти и инвесторов для внедрения и освоения инновационных разработок. Показано, что кластеризация экономики региона – эффективный инструмент развития, влияющий на рост занятости населения, повышение инвестиционной привлекательности и инновационной активности субъектов хозяйствования, уровня заработной платы населения региона. Организация территориальных кластеров способствует увеличению налоговых поступлений в бюджеты различных уровней, стимулирует рост эффективности и устойчивости экономики региона и, как следствие, положительно влияет на качество жизни населения. Установлено, что ядро ППК, включающее предприятия пищевой и перерабатывающей промышленности, может эффективно развиваться за счет привлечения инвестиций в технологическое развитие отрасли и использования инструментов государственной поддержки инновациионной деятельности. Разработана организационная структура и модель ППК Кубани, определены факторы, оказывающие влияние на проявление синергетического эффекта его функционирования. Обоснована концептуальная схема кластера «умной промышленности» региона, ориентированного на устойчивое развитие.

Annotation:
Increasing the sustainability and eff ciency of regional socioeconomic development ensures the country’s food security. Based on an analytical assessment of the state of the food industry, the agro-industrial complex as a raw materials base, public catering enterprises, retail enterprises, and the level of their cooperation, the expediency of creating a production and food cluster (PFC) in the Krasnodar region has been substantiated, as the organization of the PFC will contribute to the implementation of the import substitution program and the development of the food industry through effective cooperation between cluster participants, the educational environment, government agencies, and investors for the implementation and development of innovative technologies. It has been shown that the clustering of the regional economy is an effective development tool that affects the growth of employment, increases the investment attractiveness and innovative activity of business entities, and the level of wages in the region. The organization of territorial clusters contributes to the increase of tax revenues to the budgets of various levels, stimulates the growth of eff ciency and sustainability of the regional economy, and, as a result, positively affects the quality of life of the population. It has been established that the core of the PFC, which includes food and processing industry enterprises, can be effectively developed by attracting investments in the technological development of the industry and using tools for state support of innovation activities. The organizational structure and model of the Kuban PFC have been developed, and the factors inf uencing the manifestation of the synergistic effect of its functioning have been identif ed. The conceptual scheme of a smart industry cluster in a region focused on sustainable development has been substantiated.
